For multiple serial ports:

Comtrol, Cyclades, Digiport.  I've not looked to see what's available
these days, but the above three used to be rather common.

For "pre-networked":

Are you after something like the Ascend Max 1800?  (Again, I'm unsure
what "new" gear there is.)  I've never configured one for outbound
dialing, but they allow it IIRC.
