DNS is not my specialty, but I am of the opinion that that only happens with
DHCP awarded addresses.

I'm happy to be educated otherwise... :-)

  Isn't there a process where dynamically updated DNS records are
refreshed periodically by the DNS update client?  In other words,
shouldn't his DCs be touching their RRs periodically, thus preventing
them from being scavenged?
