Yes, certainly. Just because two departments may be part of the same larger org doesn't mean they should have total access to each other. I assume this credit union doesn't issue every employee keys to the vault, for example. :-)
The more secure the organization (and credit unions/banks are reasonably high up that scale) the more likely they are to need firewalls between groups within the organization. Ben M.
