Definitely IIS. We weren't that impressed by it about 5-6 years ago when we set it up, but it might have improved since then. By "not impressed" I mean basically that it just didn't offer much - it seemed to function fine, and was easy enough to use, but I didn't see the value in it.
Of course, we only get perhaps 1 or 2 password reset requests per month from our roughly 250 staff in three countries.
