  Generally correct.

  Some controllers implement a "dumb mirror" (two raw disks, kept
identical, block-for-block, nothing more), which is portable.  But
beyond that, no.  And many implementations keep metadata on each disk;
no chance of portability there.

  Software RAID is portable across hardware, but not operating systems.

  Hardware RAID is portable across operating systems, but not hardware.

  Thus, if you want to dual-boot your home PC, and you want RAID, you
have to go with a hardware RAID solution.  If you want to be able to
move your disks between hosts, you need software RAID and a single OS.
