Generally correct. Some controllers implement a "dumb mirror" (two raw disks, kept identical, block-for-block, nothing more), which is portable. But beyond that, no. Software RAID is portable across hardware, but not operating systems. Hardware RAID is portable across operating systems, but not hardware. Thus, if you want to dual-boot your home PC, and you want RAID, you have to go with a hardware RAID solution.
