Windows Installer will do that if you add the 8.1.2 MSI to the same GPO that has the 8.1.1 MSI. The system should then recognize that 8.1.2 upgrades 8.1.1, and uninstall 8.1.1 prior to installing 8.1.2. Alternatively, one can use two different GPOs, but one has to configure the GPO for 8.1.1 to uninstall the package if the GPO falls out of scope. Then when you delete/unlink/filter the 8.1.1 GPO, the system will uninstall the package.
