  I'm not familiar with that system, but:

  Most phone systems implement voice mail in terms of call forwarding.
 There will be a call forwarding target, which is the
extension/port/station/whatever for the voice mail system.  There will
be a call forwarding mode, which will be "Forward on 'No Answer'" or
similar.  And there will be a "Number of rings" setting, which
controls how many rings that extension will ring before the system
forwards the call.

  Typically, there will be a "System Programming" mode you have to get
into in order to configure the call forwarding rules.  That will be
done from a system telephone set.  There's usually some kind of
feature code or similar you have to dial to get into System
Programming.  On some designs, it will also have to be done from a
particular extension (typically the first extension port in the
system).  There may also be a password you need to know.  I find a lot
of installers never change it from the factory default.

  Looking up the settings for an extension that works, and comparing
that to the problematic extension, can also be useful.

  I'll second James Kerr's recommendation of the
http://www.pbxinfo.com/ forums.  It looks like there is a topic group
for the NEC Electra you have.
