Our licensing reps at Ingram and TechData are telling us that the only VL's for Vista are all upgrade licenses - in other words, for new orders we need to purchase an XP license and the Vista upgrade license? Since we're talking about SMB's here, the 500 license minimum for Vista Enterprise VL is not an option. Is this correct?
