And with Windows 2000. I can't remember back to NT Workstation.

 

Volume license assumes that you purchased a PC from an OEM and it has an OEM
version of Windows on it. Therefore, VL only provides upgrades. If you, as a
company, are building your own PCs, then you have access to system builder
licenses (OEM licenses) of Windows. Or retail licenses.

I have a question for the licensing gurus on this list:  does anyone know
the SKU for the full Vista open or volume licenses?  Our licensing reps at
Ingram and TechData are telling us that the only VL's for Vista are all
upgrade licenses - in other words, for new orders we need to purchase an XP
license and the Vista upgrade license?  Since we're talking about SMB's
here, the 500 license minimum for Vista Enterprise VL is not an option.  Is
this correct?
