Yes, via a registry hack:

Registry location:

  HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate

Key DWORD value name:

  DoNotAllowSP

Values:

  1 = WU/MU/AU delivery is disabled
  anything else =  delivery is enabled
