I just got a Dell Optiplex and that was the deal with mine I got a Vista License, but wanted XP and got XP.

I'm sure third-parties will vary quite a bit. Where I am, we've been ordering Vista licenses all along, since they cost the same. But we've been re-installing with our standard XP image. When Dell starts offering that as an explicit option, if the price is not prohibitive, I intend to make use of it.
