By "retail" you mean FFP? I didn't know you could add SA to FPP. I
thought SA was VL only.

If we use VL it would be Office Standard and Vista Business, on the
Open Business VL program. Vista on this box would be single-system
MAK, not KMS.

That's not sufficient for what we're required to do. Different
government programs/projects must be physically segregated at all
times ("air gap"). We're also required to physically destroy the hard
disks when we retire and decommission them. Software methods are not
acceptable.
Oh, and I forgot to mention: This computer will be stand-alone, with
no network connections at all. No LAN, no Internet, no modem.
Activation will be done via telephone. Software updates will be
installed by downloading them on another computer, burning to CD, and
then using a CD/DVD-ROM (no R/RW) drive on the computer in question.
These requirements are standard for the kind of government
programs/projects this computer will be used for.

Indeed! :) I was hoping someone would know of a document title or
