Motherboard failure under warranty does not require a new license. If
you replace an HP motherboard with the same model then you might even
not have to reactivate - this is the basis of some of the cracks for
Vista. If it is not a big name system then it's up to the manufacturer
whether they will support a change. We have seen gamers who change their
motherboards every few months so they buy retail for the transfer
rights.

I think you comment about an "air-gap" would convince me that a single
license would be fine. You would need to activate over the phone and at
the second attempt you might need to speak to someone. You could explain
that the former hard drive is now nothing to do with the system.

  The number for Microsoft general sales appears to be the same as the
number for volume licensing questions.  It identifies as "Sales and
Partner Information Line".  :-)
