In my experience there is no such thing as a clean uninstall for Symantec AV.
ME2 has a CleanWipe utility in his wiki that works the first time every time: http://www.espinola.net/wiki/How_to_install_Symantec_Endpoint_Protection_Manager_%28SEPM%29_11#CleanWipe Sometimes I find re-imaging works 10x better, in my environments (schools where all the desktops are 99.99% the same) it's less labor.
