Microsoft's already tried the simulation approach, and the next generation of exams in testing at the moment involve actual virtual machines. You can follow any path to the stated outcome, and the VM is analysed at the end to verify that the end state is what was requested. There is currently a beta of this technology for the MCTS: Active Directory Configuration exam if anyone's interested in taking it.
