So the requirement would be to create a new OU, and move a group in that OU, and link a policy to that OU.
How you do it would be irrelevant. You could do it all in ADU&C + GPMC. You could use command line tools to create the OU and move the group. The engine just validates the end state. Of course, to achieve the end result you could do something completely whacky, but the question will always say something like "do this with the least amount of administrative overhead" or similar.
