Okay, BIOS update got it booting properly, but applications and services
still fail on start-up. Any ideas, anyone?

I'd rather not drive out there and re-install the OS. Trying to save that as
a last resort option.

I doubt it's a software problem. I've never had any edition of Windows
care about such a change.

If it fully boots part of the time I would hazard a guess that the PSU
isn't beefy enough for a quad-core CPU.

Since it boots part of the with the quad-core CPU motherboard
compatibility shouldn't be an issue, but you may want to look into BIOS
updates.
