Do you have Cisco on the edge? If so synch the PDC emulator with the Cisco
router. From there configure the other DC's to synch with this DC. You can
then configure the clients to synch with their local DC via group policy:

net time /setsntp:DC name

I wouldn't waste money for something to do just this one thing. Instead I'd
look at Quest Spotlight on AD as it includes Time Synchronization bundled
with a bunch of other useful tools.
