  Quite possibly.  I never said it wouldn't need a driver, just that
it wouldn't need a network connection.  :)

  Some of those GPS gadgets hook up via RS-232 serial port, though.
That wouldn't need a "driver" in the sense of something running in
kernel mode or registering a device class.  They'd still need software
to actually open and talk to the device, of course, but it could run
entirely in user mode.

  Depends on the environment.  In some situations, you're not allowed
outside network connectivity, but loading software for a time source
would be just fine.  As a very real example: Just about anything in
the DoD NISP (National Industrial Security Program) would work that
way.
