Yup. It can fix a couple things: If something is mechanically stuck, the contraction/expansion of a rapid freeze/thaw may unstick it. If an electronics component is failing but still marginal, they may operate at cooler temperatures. As far as HD brands go: Pretty much every major manufacturer has bad production runs in the past. You won't avoid that by switching brands or sticking with one brand. What matters more is how Seagate responds to the problem. So far, I haven't seen anything much on that, one way or the other. (The Inquirer says they were rebuffed, but The Inquirer is deliberately abbrasive, so that's not necessarily indicative.)
