I haven't used my slingbox in at least a year or more; have they updated it
to where you can log into it via HTTP without client software installed,
using Flash or Java or something?

Why don't you just connect your cable box to a Slingbox, or similar device,
and then stream that over your LAN? That way, you are only using your
internal bandwith and you don't have to worry about your external bandwith?
 
Is this just for your local school, or the entire district?
