The File Transfer Manager uses BITS (which supports resuming downloads with a 
>4GB offset)

Some of the downloads that Microsoft puts out on their Volume Licensing sites 
as well as TechNet and MSDN are so large that they won't allow download with 
any browser. They force you to use download manager so that the download can be 
resumed in the event that it gets cut off part way through.
