SCOM + SCCM can do this, at a cost of perhaps two to three servers (depending on the size of your data warehouse); which is pretty small for management of that number of servers. I will say this: any enterprise management tool that says install me and forget me is lying to you. They all require tuning and attention. ( Need to be able to parse the eventlogs and achive and store them for compliance and security efforts across the farm) Compliance measuring would be a added benefit.
