Thank you to all who helped me with this.

I have resolved the issue.  It did turn out to be a miss-configured DNS
server.

When the DNS server did not have a record for the newly connected
machine it would refer to WINS. Unfortunately the IP address of our Wins
server had recently changed and therefore it was not getting an answer.

Once I put in the correct WINS server everything started working.

  Check hosts (DNS) and LMHOSTS (NetBIOS) files.

  Run NSLOOKUP (or better yet, DIG.EXE from ISC BIND) on the short and
FQDN names.  This will tell you what DNS is seeing.

  Run "NBTSTAT -a" on the short name.  This will tell you what NetBIOS
is seeing.
