Run a linux box with Squid proxy service? You provide the hardware and the O/S is free. I'd be happy to try and find a Linux users' group in your area who would likely be happy to help out for free. A little research and it looks like the closest LUG would be the Mid-Willamette Valley Linux Users Group or possibly the OSLUG, Oregon State Linux Users Group.
