I upgraded a 256MB XP to 512MB a few months ago, running AVG Free. No thrashing for dial-up web browsing with IE6.
IE7 could be worse, but you need to let low-RAM machines settle out for 5-10 minutes after booting. Once the unnecessary stuff from startup is purged from the disk cache, the thrashing is considerably reduced or eliminated.
