I understand ... I used to work for the Federal Government ( CDC ) and
amazing what we could spend at budget time ... and amazing what little power
we had for unplanned incidentals ( learned to budget for things I never
wanted so I'd have the funds for critical expenditures when we *needed* them
)
 
Since I doubt anyone planned or budgeted for H1N1 flu, I'm guessing that
Citrix is too costly ...  and I don't know what's 'relative' to you  but
Citrix is over and above the cost of Terminal Server, it is NOT a cheap
implementation, even if the value returned is high ....

Realize that it is all relative, the cost of Citrix isn't "that" bad. We
deal with quite a few government agencies nationwide and I've been surprised
by the number of them that are using Citrix already. It's easier on them
because of the number of legacy systems they are using.

Agreed, but not an inexpensive solution to say the least ... and I'm
guessing that as a government agency, they no longer have an unlimited
budget
