This isn't uncommon in larger buildings. They don't want everyone's wiring running willy-nilly all over the place, half of it unlabeled, none of it consistent. Especially since the tenant is likely to hire some goon who doesn't know a punch block from a punch in the face, and might even knock out service to other tenants while they're stumbling around.
