  In theory, a System State backup of a Domain Controller is enough to
do a restore of Active Directory.  You need to install the new system,
on same/similar hardware, with the same host name.  Then boot in DS
Restore mode and do a restore.  Google for details.

  If he's on his own he may want to call MS PSS and pay the $250 just
for the sake of the hand-holding.
