To get the new GPO features for Vista/2k8, you can create GPOs using a
Vista system, but (I believe) they will not work on pre-Vista systems.

 

Let me know if I'm wrong, cause we're heading in that direction
ourselves.

My Google-Fu is failing me. Windows 7 in a 2003 AD forest, is there some
snap-in to allow 2003 DC's to configure the additional group policies
available in Vista and Windows 7, or is a 2008 DC / domain required?
