I don't know if it is still the case but I have seen that behavior. We no longer allow changes to GPO's except by way of RSAT from either a Vista or Windows 7 machine. The fix was to just open the "problem" GPO from a Windows 7 or Vista box verify that what was changed was correct and then closed the GPO.
