Is there some technical reason why MS couldn't just release an update to 2003 server so these new options were available to it for management? I've been aware of the RSAT tools, but it strikes me as odd that a server doesn't have this functionality built in via an update. There are many new policy features that directly benefit XP as well that can only be access if you have a Vista/7 client.

We no longer allow changes to GPO's except by way of RSAT from either a Vista or Windows 7 machine.
