STOP errors sometimes don't appear in Event Viewer.  The Event Viewer
message is generated when the system finds a crash dump in the page
file at start-up.  No crash dump, no Event Viewer message.  The system
won't create a crash dump if there's no page file on the system
volume.  It's also possible for something to screw up the system to
the point where the STOP error handler won't dump.  Maybe other
reasons, too.
