I've heard of third-party software that will sync contacts across
Outlook instances. I suspect that would be the best solution for you
if you're trying to keep it cheap and simple.
You can attach Outlook contact records ("cards") to email messages
and email them back and forth. But both that and the CSV idea mean
lots of duplicates and manual fix-up work, instead of a true sync.
I suppose you could setup an OpenLDAP server, import/sync card data
into that, and point all the Outlook clients at the LDAP server. But
I suspect that would be pretty disgusting in actual usage.
