If this is .NET, then there is functionality to define users entirely within 
.NET (e.g. stored in a config file)

If this is not .NET and is just native IIS functionality, then you can 
certainly just create local accounts. Adjust NTFS permissions appropriately. 
I'm sure you know where to look to create local user accounts and local 
groups...

I want to make a user based login to a IIS 6 website.
I want to disable anonymous and not us AD but local users, manually configured 
to this site.
It is for my board and I am giving each of them local user accounts??
