I'll ask our Help Desk for a screen shot next time he gets called to a desk to fix the problem so I can give you the exact wording (as well as what is in the title bar).
Again, if one already has a copy of a PDF on their own machine, it opens just fine in Adobe Reader (or FoxIT Reader). If they then drag it onto a browsers window (has been tested, in the past, on Firefox, IE7, Chrome, and Opera), then they get the "security policy" error. Installing IE7 fixes it. I'll post an update once I get the exact wording.
