  You mentioned Firefox does it, too.  In Firefox, open
"about:config", then add a new Boolean with the name

        browser.download.manager.skipWinSecurityPolicyChecks

and set it to TRUE.  If it then starts working, it's that INETCPL
("Internet Options" control panel) thinks that downloads are disabled
for the Internet security zone.  Several third-party browsers honor
those settings now.  The above overrides that and tells Firefox to
ignore what INETCPL says to do.  More info:

  As for how INETCPL got borked in the first place, I dunno.  Try the
"Reset Web Settings" button on the "Programs" tab in INETCPL.
