That's what it seems to mean, but it's not as simple as never plugging in the phone. It means you have another phone number, and it'll get published, and then people will start to call and not get an answer, and some of those folks will likely be "official" at some point. It'll lead to misunderstandings, and I'd rather keep my life simpler - it's already complex enough. Far simpler to pay the extra $5.00. After all, my cell phone number isn't published - yet.
