Not really at least mine did not it was extending the existing wire between
the two sites.  I would think about at least a router (good one) but for
those numbers you could do it with just a Linksys if money was an issue.
Depending on the vendor they may supply one.  If you go without the router
then both sides will use the same DHCP/DNS server.  Also with that number of
users you really could get away with just the extended network option.
