I went ahead and set the licensing server licensing mode to per user, problem 
solved. Thanks guys.

    Stupid question....Is the licensing server and the license type option set 
correctly in your RDP config? I tend to push this via GPO....

      Soooo, I have a recently setup 2003 TS. The server was using temporary 
CALs up until some of them have expired. The server isnt issuing any of the per 
users CALs that are installed on the licensing server, which happens to be the 
same server. Licenses server shows as being active, and I can see that there 
are per user CALs available but it hasnt issued any of them. Anyone have any 
idea why?
