Well, I finally got back to this after the holidays.  Desktop activation
failed,too.  So I fell back on AT&T support who were kind enough to escalate
this problem to RIM and RIM finally fixed me up.

Turned out that there was something wrong with the besadmin users account I
had created.  We couldn't determine what, because after extensive review
both the RIM agent and I knew that everything was configured correctly and
iemstest.exe would complete successfully.  Eventually, he suggested we
create a brand new admin user for the BES.  Well that did it.  We're still
scratching our heads as to why the first user didn't work, but I can now
move on and have added a couple of devices to the BES.
