An x64 box with as much RAM as
you can afford with ESXi or Hyper-v R2. Then for storage connect it to a 
Synology
\ ix2000 or Drobo box over ISCSI or NFS (esxi only). They can double as backup
targets for external clients and internal DLNA media servers for
ps3\xbox\iphone etc

Hyper-V is "free". :-)

R2 performs significantly better than Hyper-V 1.0.

If you will have access to Microsoft Downloads, then use either Hyper-V or 
Hyper-V R2.  For that you can use almost any decent powered machine.  The more 
ram the better.
