Would one of these puppies work for you? They'll run XP, although the only XP
they come with is XP Home (strangely enough you can get them w/ Win7 Pro; if
you're going to put XP Pro I would order with no OS). You can order one
without an HDD and stick in an old 2.5" laptop-size HDD (if you have one lying
around from a past upgrade) for a test.

If you didn't already have a tool for this, yYou should be able to disable the
USB storage using IntelliAdmin's freeware USB storage disabler:
Disable USB drives - remotely :: IntelliAdmin - Remote Administration For
