I don't understand what the goal is....I get that you want to "get legal", but 
I guess there are a number of questions:

A] are you going to build new systems?
B] are they for internal use only as opposed to systems you sell?
C] did you buy hardware WITH the licenses?

Our company has ordered a bunch of OEM/System Builder license Win7 packages - 
they didn't use the open license agreements we have with our two normal 
vendors. They are meant to be deployed to internal employees, not attached to 
systems we might sell - because we don't sell systems like that.

Do I have to scratch those licenses and repurchase, or is there a way to 
convert them and get legal without spending a ton of money?
