Since this seems to need clarification: You have a bunch of existing PCs running an older version of Windows. Someone ordered a big pile of Win7 OEM licenses. That was wrong; they should have ordered volume licenses. You'd like to convert the OEM licenses into something that will give you license compliance for those PCs.
