WinPatrol has a "Startup Delay" function that allows you to load everything in 
a specific order at login time.  That might help here if in fact the ACT! 
quickload is to blame.

Depends on what your user is using Act! for as to what you need to replace it.  
Like many CMS/apps, there are lots of different ways to use Act!  

Possibilities I have plyed with include GoldMine, the Palm desktop, many PIMs, 
even Outlook BCM.
