  Possibly.  It would depend on what the constraints are, and the
details of the system.

  What's the app?  What specific complaints do you have?  I gather
"performance" is the complaint, but is it is it slow to start, slow to
perform just one thing...?  Is it giving you "out of memory" errors,
thrashing the disk a lot, burning up the CPU...?  What other programs
are running?  How much RAM?  What Windows version, edition,
architecture, and Service Pack?

  Get a hold of Process Explorer (Microsoft SysInternals) and take a
look at the system, and the program(s) in question.

  Under "System Information", look at the Commit Charge.  If the
Current or Peak Commit Charge even comes close to total RAM, you're
going to be hitting the page file *a lot* and that will hurt *a lot*.
Moving to 64-bit might help there just by letting you add more RAM,
and letting the system use more RAM for caching while still giving
your app a large in-RAM memory.

  Add the per-process graphs for CPU History, I/O History, and Private
Bytes History.  That will let you see at a glance what process(es) are
consume what resources, over time.
