I have setup something similar at the previous job using 2008 Enterprise. I never needed SCVMM but then I would never have gotten SC at all if it was not for the killer price. Check out Rod Trents myITForum.com it is a very good site for all things System Center. Only caveats I can say is make sure the server has enough RAM/Drive/Processors to do the work you want it to do. Hyper-V may not have all the tools but for the price it is hard to beat. Backups are a dream better than they use to be but that is just my $0.02.
