He mentioned he can ping the other computers by name, which suggests it probabbly isn't a name resolution issue. Also, AFAIK, you can't run a WINS server on Windows unless you have one of the "Server" flavors of Windows, and he doesn't. If he had a Windows Server it would automatically get preferential treatment in browser elections, so he prolly wouldn't be dealing with browser wars in the first place. (Linux/Samba can also act as a WINS server.
