I think there are too many variables here. How many apps need to be installed? If it's 1 or 2, then there's <15 minutes there. If it's 50, then you could be there for hours. Do any of these apps require manual intervention to install (e.g. calling up a vendor to get an unlock key would be an extreme example)
How much data needs to be migrated? If it's <1GB, not very long. If it's 20GB of files, then it's going to take about 20x the time. How much validation do you need to do that the job was done successfully? Does the end-user need to sign-off on this, or do you have some automated way of knowing that everything was completed successfully? Are you going to have enough network ports etc to have both the old machine and new machine plugged in? Or if that not required? Data encryption would be an issue if it were being used, but I'm going to assume that it isn't.
